I view it as a design failure if we have to send someone to a settings page. That is putting the responsibility on the person using the service to fix the problem. The settings should be coming to you when you need them.

Last year when I came to Facebook as a Product Designer I was given a choice of which team to join. I had some great options to choose from, so it was not an easy decision. I chose to join a team I viewed as the most challenging, the Privacy team.
